Discipline Committee

In every department, in order to implement order and discipline and implement accepted laws, bills, and regulations, a series of solutions is necessary to spread academic and desirable behavior at the level of a scientific institution. Universities are places to produce pure scientific talents and also superior characters in society who, as an educated class, can spread useful values in society. At Mawlana Jalaluddin Mohammad Balkhi University, a committee was created to achieve the above goals and it carries out its activities responsibly when necessary.

Chapter One

Major violations

First article:

Bribery, embezzlement, sexual assault, illegitimate use of theft, and other criminal acts are acts that, in addition to entrusting it to the judicial authorities of the country, can cause temporary or permanent expulsion of a person from the academic environment.

The second article:

The approval of the punishment for the violations mentioned above is done by the scientific council of the relevant educational institution, whether the dismissal is temporary or permanent:

Second chapter

Antisocial behavior

Antisocial behaviors include the following:

1. Personal assault, sexual harassment, harassment, damage to property and public assets, and disruption of ceremonies and scientific, social, and cultural programs.

2. Violation of university procedures, bills, rules, and regulations, such as dormitory regulations, exam bills, or using the facilities and equipment of educational institutions without permission.

3. Disruption and disruption of teaching, research, management, and administrative order.

4. Threatening and putting pressure on others or any action that endangers physical and mental health, personal safety, and others in universities and educational institutions.

5. Fueling ethnic, linguistic, and sectarian prejudices.

6. Selling, using, or transporting drugs, alcoholic beverages, or any dangerous intoxicants, gambling, and illegal games in universities and colleges.

7. Possessing, selling, transporting, and distributing any type of weapon, incendiary, explosive, or possessing anything that can be used as a weapon or any dangerous thing that is prohibited by law, in the environment of universities, educational institutions, and offices.

8. Disruptive acts and disobeying the legal guidelines of university officials in the implementation of their duties.

9. Deliberately and knowingly disobeying the orders of security officials and recklessness in driving and stopping at unauthorized places in the university environment.

The fourth article:

According to the third article of this bill, the violator will be disciplined according to the seriousness of the violation and repetition of the following order:

Recommendation, warning, temporary reduction, conversion, and dismissal from study and duties approved by the scientific council of the institution.

Chapter III

Academic violations

The fifth article:

1: Misuse of the scientific and intellectual works of other authors, such as: quoting all or a part of other people’s works in one’s own name in preparing homework, writing articles, monographs, treatises, master’s and doctoral theses, or the compilation of textbooks and preparation curriculum.

2: Using the opinions, ideas, and experiences of others without the permission of sentences or other expressions.

3: Providing inaccurate and fabricated statistics and information from the results of scientific research and assigned academic duties.

4: Any kind of fabrication and fraud and loss of rights in exam results, possession of official documents, adjustment or conversion of subject scores (intentional addition or subtraction), fabrication of signatures of educational institutions, and other actions for the purpose of obtaining points that are used illegally.

5: Falsification of documents, omissions, fraud, and deception of documents or unauthorized use of university documents and equipment with the intention of abuse.

6: Any act of quoting, such as exchanging questions with others, before or during the exam, or secretly transferring technical and telecommunication equipment and publications for the purpose of quoting to another person, to take the exam instead of someone else.

7: Attending the exam instead of another person or allowing another person to take the exam instead of someone else.

8: Illegal use of computers and electronic devices to gain access to information related to the institution or a specific person.

9: Abusing information technology facilities and devices related to faculties, departments, and universities, such as accessing vulgar sites which are contrary to Islamic and cultural tradition.

The sixth article:

Since anti-academic behaviors damage academic and professional values. In addition, it casts doubt on the respected and trusted scientific positions of society. Serious treatment of such cases is one of the irrevocable obligations of every educational institution.

The punishment related to the academic violations listed in the fifth article of this bill, which includes project resumption, recommendation, warning, conversion, suspension, exclusion, and even expulsion, will be proposed and approved by the scientific council of each faculty or the scientific council of the relevant educational institution.

The seventh article:

 The final decision of the decision-making authority is officially communicated to the accused. A petition for reconsideration about the aforementioned decision is submitted to the office of the head of the relevant institution or the office of the minister of higher education from the date of issuance until the end of the 10th day.

The eighth article:

Violations, transgressions, and crimes that are not established in this bill, according to the discretion of the Ministry of Higher Education, will be presented to the Leadership Council or the Supreme Council of this Ministry and appropriate decisions will be made.

The ninth article:

The approvals contained in the second, fourth, sixth, and eighth articles of this bill will be implemented after the approval of the Minister of Higher Education.

The tenth article:

This bill is effective in three chapters and ten articles after the approval of the Minister of Higher Education. This bill has been enforced by decree number 4559 dated 12/17/1387 of the Minister of Higher Education.
